Kaohsiung has long relied on heavy industry to sustain its economy. As industrial transformation and lifestyle changes reshape urban demands, large sports facilities have gradually fallen out of alignment with contemporary public needs.
In response to low-carbon urban development and public-space regeneration, the city government reexamined the role of sports facilities through MRT expansion. The O9 Joint Development Project was launched through urban planning adjustments and joint development mechanisms, transforming a single-function sports site into a mixed-use node integrating residential, commercial, and public services.
The design preserves portions of the Chungcheng Stadium grandstand, extending civic memory while introducing a 600-meter elevated circular promenade linking the MRT station and surrounding streets. Running, commuting, and leisure converge.
The project not only addresses site aging but symbolizes Kaohsiung’s transition from an industrial city to a low-carbon urban environment.
